Seriously.

It seems like finding ugly retro websites that have survived the ritual cleansing of old domain names is en vogue these days, and a lot of hilariously hard-on-the-eyes pages are back in the (somewhat dim) spotlight of nostalgic Internet forum threads.

As funny as those old websites may be, none of them can hold a candle to this circa-1998 Japanese website for, of all things, a hospital that hopefully does not treat people suffering from epilepsy.
